tea experts - what teas/cookies would you pick for a gift basket for a tea lover/connoisseur?

I hardly know anything about what makes a tea good or bad, and I’m not sure what their tastes are. I also don’t know what types of cookies go well with tea.
Any ideas?

How much are you willing to spend? Because Adagio has some great gifts, and awesome teas.
The tea is to anything you will ever find in your questions and give you locate tea get them in tea youre going to use loose tea room they will have people there that can answer.
